This is one of the most frequently asked questions, so I wanted to answer it right at the start…
β The Current Legal Status (As of 2025)
Privately owned electric scooters are not legal to use on public roads or pavements in London (or anywhere in the UK) unless theyβre part of an official rental trial scheme. This means if you buy your own e-scooter and ride it on the road, cycle lane, or pavement, you could be fined, get points on your licence (yes, even a provisional one), and have your scooter confiscated.
β Trial Schemes Only
At the time of writing, only TfL-approved e-scooter rental schemes in select boroughs (e.g. Lambeth, Westminster, Southwark) are legal. These trial scooters are GPS-tracked, speed-limited, and insured, which is why theyβre allowed on roads and bike lanes.
